Notice is hereby given that a public hearing for a certificate of public need request has been scheduled for Wednesday, October 7, 2026, to be held in the Main Room at the Portsmouth Main Library located at 601 Court Street, Portsmouth, Virginia. The public hearing will begin at 10:30 a.m. and the applicant will be given 15 minutes to present its project. Public comments will follow the applicant’s presentation.
One project to be heard is COPN Request No. VA-8909 submitted by Hanover Cardiac ASC, LLC d/b/a Virginia Cardiac Surgery Center to establish a medical facility with one cardiac catheterization lab to a facility located at 633 Independence Parkway, Chesapeake, Virginia. The total capital cost of the proposed project is $4,693,354.
One project to be heard is COPN Request No. VA-8913 submitted by Harbour View Medical Center d/b/a Bon Secours Harbour View Medical Center to establish cardiac catheterization services with one cardiac catheterization lab at the hospital located at 1020 Bon Secours Drive, Suffolk, Virginia. The total capital cost of the proposed project is $15,092,218.
One project to be heard is COPN Request No. VA-8914 submitted by Chesapeake Heart and Vascular Center, LLC to establish a medical facility with one cardiac catheterization lab to a facility located at 844 Battlefield Boulevard, North, Suite 300, Chesapeake, Virginia. The total capital cost of the proposed project is $4,803,540.

One project to be heard is COPN Request No. VA-8912 submitted by Riverside Regional Medical Center to add one cardiac catheterization lab to the hospital located at 500 J. Clyde Morris Boulevard, Newport News, Virginia. The total capital cost of the proposed project is $40,000.
One project to be heard is COPN Request No. VA-8915 submitted by Doctors’ Hospital of Williamsburg d/b/a Riverside Doctors’ Hospital of Williamsburg to establish a medical facility with one cardiac catheterization lab to a facility located at 1500 Commonwealth Ave, Williamsburg, Virginia. The total capital cost of the proposed project is $2,250,000.
