Welcome to the Public Hearing Project Calendar for the
\nDivision of Certificate of Public Need (DCOPN)<\/strong><\/h3>\n

As a service to Virginia residents, this site will provide information on the scheduling of public hearings for DCOPN projects and will be updated as changes in scheduling arise.\u00a0 Per section 12VAC5-220-230 D<\/em> of the Regulations<\/em> governing the Certificate of Public Need process, DCOPN shall give notice of a scheduled public hearing in a newspaper of general circulation in such county or city wherein a project is proposed or a contiguous county or city at least nine days prior to such public hearing. Notice of future public hearings will continue to be advertised per the Regulations<\/em> and on this site. However, this site will not maintain a schedule for public hearings conducted by the Health Systems Agency of Northern Virginia (HSANV). HSANV is a non-profit organization that works toward the balanced and orderly development of health care facilities and services in the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William.<\/p>\n

PUBLIC HEARING PROJECT CALENDAR<\/strong><\/h1>\n

Notice is hereby given that a public hearing for a certificate of public need request has been scheduled for Wednesday, October 7, 2026, to be held in the Main Room at the Portsmouth Main Library located at 601 Court Street, Portsmouth, Virginia.\u00a0 The public hearing will begin at 10:30 a.m. and the applicant will be given 15 minutes to present its project.\u00a0 Public comments will follow the applicant\u2019s presentation.<\/p>\n

One project to be heard is COPN Request No. VA-8909 submitted by Hanover Cardiac ASC, LLC d\/b\/a Virginia Cardiac Surgery Center to establish a medical facility with one cardiac catheterization lab to a facility located at 633 Independence Parkway, Chesapeake, Virginia.\u00a0 The total capital cost of the proposed project is $4,693,354.<\/p>\n

One project to be heard is COPN Request No. VA-8913 submitted by Harbour View Medical Center d\/b\/a Bon Secours Harbour View Medical Center to establish cardiac catheterization services with one cardiac catheterization lab at the hospital located at 1020 Bon Secours Drive, Suffolk, Virginia.\u00a0 The total capital cost of the proposed project is $15,092,218.<\/p>\n

One project to be heard is COPN Request No. VA-8914 submitted by Chesapeake Heart and Vascular Center, LLC to establish a medical facility with one cardiac catheterization lab to a facility located at 844 Battlefield Boulevard, North, Suite 300, Chesapeake, Virginia.\u00a0 The total capital cost of the proposed project is $4,803,540.<\/p>\n

One project to be heard is COPN Request No. VA-8912 submitted by Riverside Regional Medical Center to add one cardiac catheterization lab to the hospital located at 500 J. Clyde Morris Boulevard, Newport News, Virginia. The total capital cost of the proposed project is $40,000.<\/p>\n

One project to be heard is COPN Request No. VA-8915 submitted by Doctors\u2019 Hospital of Williamsburg d\/b\/a Riverside Doctors\u2019 Hospital of Williamsburg to establish a medical facility with one cardiac catheterization lab to a facility located at 1500 Commonwealth Ave, Williamsburg, Virginia. The total capital cost of the proposed project is $2,250,000.<\/p>\n
