The Office of EMS created the following training standards for any EMD program utilized to meet the requirements set forth by the Code of Virginia <a href=\"https:\/\/law.lis.virginia.gov\/vacode\/title56\/chapter15\/section56-484.16:1\/\">\u00a756.484.16:1<\/a>.<\/p>\n<p>Click <a href=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/23\/2023\/04\/EMD-Training-Standards-DIBR.pdf\">here<\/a> for a copy of the document.<\/p>\n<p>The purpose of this document is to ensure continuity and consistency in Emergency Medical Dispatch (EMD) training across the Commonwealth. Any EMD training program utilized by a Public Safety Answering Point (PSAP) must meet these minimum training standards regardless of whether they are offered by an approved third-party vendor or developed internally with EMS Physician (as defined in 12VAC5-31-10) oversight.<\/p>\n<ul>\n<li>Roles and Responsibilities of the EMD<\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Introduction and principles of EMD<\/li>\n<li>Components of EMD<\/li>\n<li>Customer service (can be a pre- or co-requisite of EMD course)<\/li>\n<li>Techniques for obtaining information and calming the caller (can be a pre- or co-requisite of EMD course)<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<ul>\n<li>Legal and Liability\n<ul>\n<li>Definitions and understandings of:\n<ul>\n<li>Negligence<\/li>\n<li>Duty<\/li>\n<li>Breach of duty, and<\/li>\n<li>Injury\/Damage<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Anatomy and Physiology\n<ul>\n<li>Basic medical terminology taught by instructor approved by the programs overseeing EMS Physician.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Chief Complaint Protocol Selection\n<ul>\n<li>Understanding the difference in medical and trauma complaints<\/li>\n<li>The minimum required protocols are:\n<ul>\n<li>Cardiac\/respiratory arrest<\/li>\n<li>Altered mental status\/unconscious<\/li>\n<li>Medical, and<\/li>\n<li>Trauma<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 120px;\">**PSAPs may develop additional protocols above the required minimum. Those protocols shall be approved by the EMS Physician.<\/p>\n<ul>\n<li>Post Dispatch Instructions\n<ul>\n<li>Minimum instructions to include:\n<ul>\n<li>Telecommunication cardiopulmonary resuscitation<\/li>\n<li>Airway management for choking victims<\/li>\n<li>Bleeding control, and<\/li>\n<li>Naloxone (Narcan) Administration<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 120px;\">**PSAPs may develop additional instructions above the required minimum. Those instructions shall be approved by the EMS Physician.<\/p>\n<ul>\n<li>Initial Examination and Recertification\n<ul>\n<li>Final written examination will be conducted with minimum passing score of 75%<\/li>\n<li>Retest process shall be established for those who do not meet minimum passing score<\/li>\n<li>Certification is valid for no more than two years<\/li>\n<li>Minimum of 24-hours of continuing education required for recertification<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>System and Program Functions\n<ul>\n<li>Review of how to operate system, program, or function<\/li>\n<li>Understanding of back-up system, if applicable<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Development of Standard <\/strong><\/p>\n<p>This training standard was developed utilizing documents and research from nationally recognized organizations and approved by the Governor\u2019s EMS Advisory Board\u2019s Communications
